Hartford, CT — The National Association of State Chief Administrators is proud to announce that Michelle Gilman, Commissioner of the Connecticut Department of Administrative Services (DAS), has been named the 2026 NASCA Vice President.
As Vice President, Commissioner Gilman will play a vital role in guiding NASCA’s vision for 2026, supporting the organization’s mission to improve state government operations through collaboration, innovation, and operational excellence. Commissioner Gilman previously served as the 2025 NASCA Treasurer. In recognition of her outstanding leadership and service, Gilman was named the recipient of the NASCA 2025 Ray Walton Leadership Award, one of the organization’s highest honors.
“Michelle Gilman embodies the leadership, integrity, and collaborative spirit that define NASCA,” said NASCA Executive Director Elizabeth Whitehouse. “Her commitment to service and proven ability to bring stakeholders together make her an exceptional asset, and we are confident that her leadership as Vice President will further strengthen and advance NASCA’s work this year.”
“It is a privilege to continue serving NASCA in this leadership role,” said Commissioner Gilman. “I believe deeply in the power of collaboration across states, and I look forward to working with NASCA’s members to share best practices, strengthen government operations, and deliver meaningful results for the people we serve.”
“Commissioner Gilman’s selection as NASCA Vice President is a testament to her leadership and commitment to public service,” said Governor Ned Lamont. “Under her leadership, Connecticut has been a leader in modernizing government operations, and I am confident she will bring that same vision, collaboration, and results-driven approach to NASCA and its members across the country.”
With a proven record of passion for public service and deep commitment to excellence in state government, Commissioner Gilman brings years of experience to her new role as NASCA Vice President. NASCA looks forward to working with her in supporting state leaders and improving government operations across the country.
