NASCA Press Release: Raven DeVaughn Announced as 2026 NASCA Treasurer

Springfield, IL — The National Association of State Chief Administrators is proud to announce that Raven A. DeVaughn, Director of the Illinois Department of Central Management Services (CMS), has been named the 2026 NASCA Treasurer.

As Treasurer, Director DeVaughn will oversee NASCA’s finances and help support the organization’s efforts to support state chief administrative officers through shared learning and collaboration. DeVaughn has been a deeply engaged member of NASCA over the years. In 2024, DeVaughn received NASCA’s Ray Walton Leadership Award, which recognizes state Chief Administrators for their passion, outstanding service, leadership, and commitment to state government. In 2025, DeVaughn served as Chair of the NASCA Awards Committee, where she led efforts to recognize individuals and projects dedicated to excellence in state government.

“If you’ve ever had the privilege of working with Director DeVaughn, you know how committed she is to serving others,” said NASCA Executive Director Elizabeth Whitehouse. “Her passion for supporting her peers, staff, and NASCA members is second to none. We know Director DeVaughn’s leadership will be a tremendous asset to NASCA in the year ahead.”

DeVaughn’s new role as Treasurer reflects her longstanding engagement with NASCA and dedication to advancing excellence in state government operations. Her previous experience leading key NASCA efforts make her exceptionally well suited to support and guide the organization this year.

Founded in 1976, NASCA is the nation’s only nonpartisan, nonprofit organization serving chief administrative officers or CAOs. NASCA provides a forum for state chief administrative officers to exchange information and learn new ideas from each other and private sector partners. NASCA engages states in transforming government operations through shared knowledge, operational excellence, and thought leadership.
