NASCA Press Release: Steven Booth Announced as 20 Under 40 Award Recipient

Springfield, IL — The National Association of State Chief Administrators (NASCA) proudly announces Steven Booth, Deputy Chief of Staff at the Illinois Department of Central Management Services (CMS), as a NASCA 2025 20 Under 40 Award winner. This prestigious award recognizes 20 outstanding individuals from across the country for their exceptional contributions to state government.

Booth possesses over six years of experience at CMS, where he has advanced critical operational, legislative, and strategic priorities across the agency’s $8 billion portfolio. He has played a central role in transforming the state’s Bureau of Property Management and serves as a key advisor on health insurance policy for nearly half a million covered lives in Illinois.

Patrick Nolan, Chief of Staff at CMS, commented on Booth’s impactful contributions and extraordinary ability to find common ground.

“Steve Booth has been an asset to the agency since joining the Governor’s administration in 2019 as a Liaison. Since that time, he has risen to Deputy Chief of Staff, where he is responsible for a range of executive and strategic functions across the State’s $8B/year operations agency.”

Nolan continued, “His success is due to his ability to listen, learn, and find middle ground wherever it lay.”

Booth holds certifications from the Federal Emergency Management Agency, the National Fire Academy, and the Illinois Fire Service Institute, along with extensive experience in emergency management and intergovernmental coordination.
