NASCA Press Release: Hallie Brown Announced as 20 Under 40 Award Recipient
Sante Fe, NM — The National Association of State Chief Administrators (NASCA) proudly announces Hallie Brown, Deputy Director of the Infrastructure Planning and Development Division at the New Mexico Department of Finance and Administration (DFA), as a NASCA 2025 20 Under 40 Award winner. This prestigious award recognizes 20 outstanding individuals from across the country for their exceptional contributions to state government.
Brown’s work has played an instrumental role in enhancing grants management practices and cross-agency collaboration throughout New Mexico, using her expertise in public policy and project administration to strengthen the state’s infrastructure. Brown previously served as Bureau Chief of Capital Navigation and Funding Assistance and Federal Grants Coordinator at the DFA.
Commissioner Rebecca Sullivan celebrated Brown’s contributions to the state of New Mexico.
“I have witnessed firsthand her intellectual rigor, leadership abilities, and dedication to public policy development. Hallie possesses exceptional intellectual ability and analytical skills, which she applies with precision to complex policy challenges. Her leadership in overseeing the implementation of the New Mexico Match Fund demonstrates her capacity for original thought and initiative, particularly in designing funding structures that address critical infrastructure needs.”
Sullivan continued, “I am confident that Hallie will continue to make significant contributions to our team and the State of New Mexico, and we look forward to seeing her continued growth and development.”
Brown earned her M.A. in Public Policy at the University of New Mexico and brings global insight from her Peace Corps service in The Gambia. She remains committed to using public resources to drive equity and long-term positive change across the state.
