NASCA Press Release: Kelly Rogers Announced as 20 Under 40 Award Recipient

Boston, MA — The National Association of State Chief Administrators (NASCA) proudly announces Kelly Rogers, Chief of Staff to Accenture’s Global Health and Public Service Lead, as a NASCA 2025 20 Under 40 Award winner. This prestigious award recognizes 20 outstanding individuals from across the country for their exceptional contributions to state government.

Rogers develops and executes strategies to reinvent health and public sector organizations, coordinating the firm’s involvement with key public service institutions including the National Association of State Chief Administrators, National Association of State Budget Officers, National Association of State Auditors, Comptrollers, and Treasurers, and the Munich Security Conference. She manages national strategy and consulting teams advancing government efficiency and effectiveness across the U.S.

Ryan Oakes, Senior Managing Director at Accenture, commended Rogers’ efforts surrounding collaboration and innovation.

“As a former government leader in the Treasurer's Office for the State of Rhode Island, Kelly has demonstrated exceptional leadership and dedication to public service. Currently serving as the Chief of Staff for the head of Accenture's Health and Public Sector business, Kelly continues to drive innovation and collaboration across multiple states. Her efforts have significantly improved how governments operate and deliver services, ultimately benefiting society as a whole.”

Oakes continued, “Kelly's commitment to excellence and her ability to inspire positive change make her a deserving candidate for this prestigious award.”

Prior to joining Accenture, Rogers served as Deputy Treasurer for the State of Rhode Island, where she managed public finance and infrastructure initiatives, including shareholder efforts for an $8.4 billion pension fund and the launch of a green infrastructure bank. Rogers previously held policy and research roles at the Rhode Island Public Expenditure Council and currently teaches public budgeting and financial management at Brown University.
