NASCA Press Release: Jomy Jacob Announced as 2026 20 Under 40 Award Winner

Springfield, IL — The National Association of State Chief Administrators is proud to announce Jomy Jacob, Chicago North Loop Facilities Manager at the Illinois Department of Central Management Services (CMS), as a 2026 NASCA 20 Under 40 Award recipient.

The NASCA 20 Under 40 Award recognizes 20 exceptional young leaders from across the country who are making significant contributions to state government. Our 2026 honorees represent the very best of public service – exemplifying innovation, collaboration, and a dedication to improving the lives of those they serve every single day.

In his role at CMS, Jacob has managed multiple state facilities across Northern Illinois and currently oversees one of the State’s most complex and highly sensitive facilities in Chicago. He delivers strong maintenance and operational performance while advancing the State’s goals of efficiency, accessibility, and sustainability. In this role, he manages a high-demand, multi-tenant government building supporting constitutional offices and major state agency operations, where he has led critical initiatives to modernize building systems, enhance service delivery, and strengthen overall operational effectiveness. His work ensures that equipment performance, occupant comfort, safety, and operational continuity are consistently maintained, while upholding high standards of service quality, reliability and supporting long-term asset performance in alignment with facilities management best practices.

Notably, his leadership across integrated building operations — including the execution of deferred maintenance initiatives and the strengthening of vendor performance management — has significantly improved overall facility performance. By driving end-to-end implementation of critical maintenance scopes and elevating service standards, he has reduced service disruptions, improved response times, and enhanced long-term asset reliability. His ability to deliver large-scale operational improvements while maintaining uninterrupted daily operations has been essential in ensuring continuity of government services and keeping critical state facilities operating at optimal standards.

Upon nominating Jacob, CMS Director Raven A. DeVaughn praised Jacob’s innovative leadership and dedication to public service.

“Jomy’s work strengthens the infrastructure that enables Illinois government to function effectively. His leadership ensures that critical workplaces remain safe, efficient, and resilient, directly supporting the State’s ability to serve its residents.”
