NASCA Releases 2025 Survey of the States: A Groundbreaking Look at Government Technology Infrastructure
LEXINGTON, KY — The National Association of State Chief Administrators (NASCA) is proud to announce the release of its 2025 Survey of the States, a landmark research initiative that reveals how technology is supporting core administrative functions in state governments across the country.
Developed in partnership with the State of Illinois and the National Association of State Procurement Officials (NASPO), this comprehensive report captures software usage data from multiple states and covers eight key operational areas, including procurement, human resource services, budget and finance, property management, and more.
“This report represents the collective insights of state leaders who are committed to improving the way government serves its citizens,” said Adam Proffitt, 2025 NASCA President and Kansas Secretary of Administration. “By highlighting shared challenges and emerging trends, we’re equipping states to make smarter, more collaborative technology investments.”
The survey found that while many states have adopted unified software systems, satisfaction levels vary—suggesting that success often hinges more on planning, implementation, and support than on any one type of system. It also documents a growing shift toward cloud-based solutions and identifies opportunities for improving vendor satisfaction, customization, and reporting capabilities.
The effort was guided by Director Raven DeVaughn of the Illinois Department of Central Management Services (CMS), whose Project Management Office and Data Analytics Team coordinated survey development, outreach, and data synthesis.
The Survey of the States is now available to the public and will serve as a strategic resource for chief administrative officers, procurement leaders, and IT professionals working to modernize government systems.
