NASCA Press Release: Trey Norris Announced as 20 Under 40 Award Recipient

Nashville, TN — The National Association of State Chief Administrators (NASCA) proudly announces Trey Norris, Executive Director of Administration at the Tennessee Department of General Services (DGS), as a NASCA 2025 20 Under 40 Award winner. This prestigious award recognizes 20 outstanding individuals from across the country for their exceptional contributions to state government.

Norris leads the Office of Administrative Services, overseeing statewide operations such as parking, ID badging, and shared conference space. His team also provides internal procurement, payment, and IT support to DGS, along with external procurement support to small departments and agencies across Tennessee State Government. Since beginning his public service career in 2013, Norris has played a central role in data-driven process improvements and collaborative procurement strategies across state governments.

Matt Van Epps, Commissioner of DGS, praised Norris’ dedication to advancing Tennessee’s strategic goals.

“Trey was instrumental in procurement initiatives that earned the Central Procurement Office (CPO) the prestigious George A. Cronin Award (Bronze) for Procurement Excellence from the National Association of State Procurement Officials (NASPO) in 2017. This recognition was specifically awarded for the Collaborative Value Procurement methodology used during Trey’s leadership of the Facilities Management procurement.”

Van Epps continued, “Trey Norris, Executive Director of the Division of Administration at the Tennessee Department of General Services (DGS), exemplifies outstanding leadership, innovation, and dedication to advancing Tennessee’s strategic goals, making him an ideal recipient for the NASCA 20 Under 40 Award.”

More of Norris’ achievements include launching initiatives to improve procurement tracking, integrating AI into process improvements, expanding access to drug testing tools, and supporting smaller agencies through efficient procurement services. He also mentors junior professionals and serves as a voting member on Tennessee’s Advisory Council on State Procurement.
