NASCA Press Release: Coulter Minix Announced as 20 Under 40 Award Recipient
Frankfort, KY — The National Association of State Chief Administrators (NASCA) proudly announces Coulter Minix, Deputy Chief of Staff at the Kentucky Governor’s Office, as a NASCA 2025 20 Under 40 Award winner. This prestigious award recognizes 20 outstanding individuals from across the country for their exceptional contributions to state government.
A Louisville native, Minix led the Governor’s Washington, D.C. Office during the administration’s first term and played a vital role in helping Team Kentucky secure billions in federal infrastructure investment. His efforts ensured a strong representation of the Commonwealth at the federal level and advanced key projects dedicated to benefiting Kentuckians.
La Tasha Buckner, Governor Beshear’s Chief of Staff and Senior Legal Counsel, reflected on Minix’s commitment to excellence in state government.
“For more than five years, Coulter has been a contributing member of Team Kentucky,” said Buckner. “Coulter knows it’s an honor and privilege to serve as Deputy Chief of Staff. He brings dedication and professionalism to the work he does every day.”
Prior to joining Team Kentucky, Minix practiced law and taught at a public school in Washington. He earned his bachelor’s degree from Miami University (O.H.), his master’s degree in special education from George Mason University, and his Juris Doctor from Emory University. He is a member of the bar in both Kentucky and D.C.
Founded in 1976, NASCA is the nation’s only nonpartisan, nonprofit organization serving chief administrative officers or CAOs. NASCA provides a forum for state chief administrative officers to exchange information and learn new ideas from each other and private sector partners.
