NASCA Press Release: Jeanette Moy Announced as 2026 National Ray Walton Leadership Award Recipient

Albany, NY – The National Association of State Chief Administrators is proud to announce Jeanette Moy, Commissioner of the New York State Office of General Services, as NASCA’s National Ray Walton Leadership Award recipient. 

The NASCA National Ray Walton Leadership Award recognizes state chief administrative officers (CAOs) for their passion, outstanding service, and commitment to state government operations. Our 2026 awardee represents the very best of public service and exemplifies servant leadership. 

In her role, Commissioner Moy has revolutionized the New York State Office of General Services (OGS), transforming it from an administrative body into a forward-thinking and strategic engine at the center of state government operations.  

Among Commissioner Moy’s most notable accomplishments is her work in establishing a culture of strategic execution. She spearheaded OGS’s first-ever five-year Strategic Plan, establishing 89 distinct initiatives to modernize the agency from the ground up. Recognizing that agile leadership requires adaptability, she drove a 2026 Strategic Plan Update to ensure OGS remains focused on evolving needs, successfully delivering on original commitments while aggressively tackling new challenges. 

She also launched OGS’s Data Analytics Office (DAO) to weave real-time metrics into the DNA of state decision-making, from HR to energy purchasing. In June 2026, she debuted the Capital Projects Dashboard, providing the public with greater visibility into nearly $6 billion in public infrastructure investments and ensuring true accountability to New Yorkers. 

Upon nominating Commissioner Moy, OGS staff emphasized the ways in which she has taken the often-invisible machinery of government, procurement, fleet management, real estate, and human resources, and transformed it into a powerful force for equity, sustainability, and technological advancement.

“Commissioner Jeanette Moy has brought that understanding to every part of her leadership of OGS,” her nomination reads. “She’s relentlessly challenged the status quo, not only asking how government can function, but how it can be more thoughtful, transparent, and resilient for the future. Her legacy at OGS is defined by a sturdier foundation for New York State, a deeper culture of public service, and an agency better equipped to meet the complex needs of tomorrow.”

Commissioner Moy’s commitment to improving the efficiency of her office, dismantling barriers, and working for the betterment of her staff and state reflects the impact recognized by the National Ray Walton Leadership Award.
