NASCA Press Release: Matt Oyer Announced as 2026 20 Under 40 Award Winner
Lexington, KY — The National Association of State Chief Administrators is proud to announce Matt Oyer, Chief Learning Officer at the National Association of State Procurement Officials (NASPO), as a 2026 NASCA 20 Under 40 Award recipient.
The NASCA 20 Under 40 Award recognizes 20 exceptional young leaders from across the country who are making significant contributions to state government. Our 2026 honorees represent the very best of public service – exemplifying innovation, collaboration, and a dedication to improving the lives of those they serve every single day.
As Chief Learning Officer at NASPO, Oyer leads the organization’s professional development efforts, working to meet the evolving needs of procurement professionals through research, publications, training, and educational programming. With more than a decade of experience at NASPO, he has played an integral role in advancing procurement research and innovation.
Oyer has been instrumental in developing Procurement U, NASPO’s online platform serving procurement professionals worldwide. He has also led the Research & Innovation team to enhance the repository of state practices, the State and Local Government Practical Guide, and other foundational resources.
Upon nominating Oyer, NASPO Chief Strategy Officer Dan Kruger highlighted his leadership in advancing accessible procurement education and research.
