NASCA Press Release: Dhanraj Singh Announced as 2026 20 Under 40 Award Winner

Albany, NY — The National Association of State Chief Administrators is proud to announce Dhanraj Singh, Chief Procurement Officer at the New York State Office of General Services (OGS), as a 2026 NASCA 20 Under 40 Award recipient.

The NASCA 20 Under 40 Award recognizes 20 exceptional young leaders from across the country who are making significant contributions to state government. Our 2026 honorees represent the very best of public service – exemplifying innovation, collaboration, and a dedication to improving the lives of those they serve every single day.

As Chief Procurement Officer at OGS, Singh leads one of the most significant public procurement operations in the country, overseeing more than 1,500 contracts valued at approximately $34 billion. In this role, he has elevated the State’s procurement function through strategic sourcing, improved contract oversight, and proactive risk management. His leadership has strengthened transparency, enhanced compliance, and ensured procurement decisions consistently deliver value and fiscal responsibility for New York taxpayers.

Beyond managing a vast contract portfolio, Singh serves as Chair of the State Procurement Council, where he actively drives policy modernization and the adoption of best practices. He approaches procurement not simply as a transactional function, but as a strategic lever to improve efficiency, accountability, and long-term sustainability across state government.

Upon nominating Singh, Dan Kruger, Chief Strategy Officer at the National Association of State Procurement Officials, applauded Singh’s leadership style and results-driven approach to complex issues.
