NASCA Honors Rhode Island Director Mike DiBiase with Prestigious National Walton Leadership Award

Photo of Michael DiBiaseLEXINGTON, Ky —The National Association of State Chief Administrators (NASCA), an association devoted to state chief administrators (CAOs) and their senior leadership has honored Michael DiBiase, Director of the Department of Administration for the State of Rhode Island, with the association’s prestigious National Walton Leadership Award. The highly competitive national award recognizes a state chief administrator for their passion, outstanding service, leadership and commitment to state government.

DiBiase received the honor Wednesday during an awards breakfast at NASCA’s 2019 Institute on Management and Leadership in Oklahoma City.

“Mike is a transformational business leader, both in his role in NASCA and within his state. In fact, his innovative practices in Rhode Island have spurred many of his NASCA colleagues to replicate his efforts and refocus their own operational priorities especially around attracting and retaining a diverse, talented workforce,” said Sarah Razor, NASCA’s Executive Director. “We are privileged to honor Mike DiBiase as a top operational leader nationwide.”

Mike DiBiase (pictured on the right next to Ray Walton) has served five years under Governors Raimondo’s administration overseeing seventeen programmatic functions including the development and administration of the $7.5 billion State budget; state purchasing, state facilities, overall personnel administration and the negotiation of state employee union contracts.

The selection committee of his peers across the nation noted DiBiase has established an ambitious strategic plan to continue improving state core business services, agency oversight and accountability. Over his tenure, the Department has modernized employee health care, upgraded IT capabilities, consolidated audit functions, and increased and exceeded diversity goals from hiring diverse employees to utilizing minority-owned business enterprises.  Additionally, his oversaw the

historic passage of rulemaking reform legislation and codification of all Executive Branch regulations (approximately 27,000 pages), resulting in the largest regulatory overhaul the State has seen in at least 50 years and a 30 percent reduction in regulations.

“As Director DiBiase begins his second term under Governor Raimondo’s Administration, he has no plans of slowing down and has established an ambitious strategic plan to continue improving state core business services, agency oversight and accountability.” noted the nomination of his colleagues.

Initiatives under way include a focus on talent management to attract and engage innovate talent, a new online purchasing system, a strategic real estate space utilization model, and division-level continuous improvement efforts.

Before joining the Administration, Mr. DiBiase was a 14-year veteran of Fidelity Investments, serving in various senior government relations and public affairs roles. Prior to joining Fidelity, DiBiase served for six years as a senior aide to Governor Lincoln Almond, holding positions of Chief of Staff and Director of Policy and Legislative Affairs. Before joining the Almond Administration, DiBiase was a practicing attorney in Providence for over ten years.

The National Walton Leadership Award was established to recognize state chief administrators for their passion, outstanding service, leadership and commitment to state government. The award was created to honor Ray Walton for his service and dedication to state government and to NASCA. Ray Walton served as the Executive Director for NASCA from February 2011 through February 2015 and the former Director and Chief Operating Officer for the Iowa Department of Administrative Services.
