NASCA Announces Damico as At-Large Director of Executive Committee

LEXINGTON, Ky – The National Association of State Chief Administrators (NASCA) announced the election of Joe Damico as an At-Large Director of its Executive Committee. Damico has three decades of professional management experience in state government and the private sector, including 27 years of public service with the Commonwealth of Virginia.

In his role as At-Large Director on NASCA’s Executive Committee, Damico will be tasked with offering insight on the daily operations of the national association and lending his expertise to improve state government operations.

As Director of the Virginia Department of General Services (DGS), Damico manages more than 600 employees and an annual budget of approximately $265 million, 90 percent of which is through non-general funds. Damico has served as Director of DGS since 2018, when he was appointed to lead the agency after serving as its Deputy Director for 16 years.

DGS is responsible for Virginia’s public health and environmental laboratory; procurement of nontechnology goods and services; capital outlay management; construction management; real estate; management and maintenance of Capitol grounds; fleet management; surplus property program; graphic communication services; and mail delivery at the seat of government.

Damico was awarded the Association’s 2021 National Walton Leadership Award at NASCA’s 2021 Leadership Summit in August. The highly competitive national award recognizes a state Chief Administrator for their passion, outstanding service, leadership, and commitment to state government.

Damico’s significant progress in DGS’ ongoing projects and demonstrated excellence in the strategic implementation of new initiatives throughout the pandemic were among the many accomplishments leading to his designation as this year’s recipient. Director Damico will undoubtedly continue to make valuable contributions to the state of Virginia as well as his colleagues in the national association.

Before his career with the Commonwealth of Virginia, Damico worked as a Senior Management Analyst with DYNAMAC Corporation and as a Logistic Analyst with Innovative Logistics Techniques Inc. Holding a rank of Captain, Damico also served in the U.S. Army Medical Services Corps., both active duty and in the reserves. Director Damico received a Bachelor of Science in Mathematics/Computer Science from Longwood College, a Master of Public Administration from Virginia Commonwealth University, a Master of Science in Health Administration from Virginia Commonwealth University/Medical College of Virginia and is a graduate of the Virginia Executive Institute.
