State Case Studies for 2018 Institute on Management and Leadership Selected

The Institute on Management and Leadership is a premier and engaging two-day executive education program led by the Leadership for a Networked World at Harvard University. This event invites private sector partners to sit alongside state chief administrators to discuss challenges for 2018 and develop new tools for success in state government. The 2018 Institute will focus on Leading Sustainable Innovation

Kansas: Moving Financial and Human Resources Management Systems to the Cloud

The State of Kansas became the first state to host Statewide Oracle/PeopleSoft Human Capital Management and Financial applications in a private managed cloud. This case study will explore how Kansas faced a perfect storm of aging infrastructure, budget constraints and challenges with recruiting and retaining technical resources. We will study their approach to upgrade these systems in a timely and cost-efficient manner by creating a cross-departmental team and partnering with a third-party vendor. In addition, we will examine how Kansas maintained momentum during gubernatorial change, including the succession by the Lieutenant Governor when Governor Brownbeck was confirmed as the United States Ambassador-at-Large for International Religious Freedom and how the state continues preparations for another election in November.

Michigan: Customer Satisfaction and the Office of Performance and Transformation

In 2014, the Michigan Department of Technology, Management, and Budget (DTMB) decided to conduct an agency customer satisfaction survey as part of their effort to 'Develop trusted partnerships with our customers.' In the spring of 2015, DTMB partnered with PricewaterhouseCoopers (PwC) to launch this baseline survey to gauge overall customer satisfaction and gather feedback on 36 services DTMB provides. 

The 2018 Institute will examine how this survey served as a catalyst to change communications, engage in LEAN process improvement, develop dashboards and new decision-making tools, increase transparency and accountability, establish a network of change champions, and create a culture of innovation. The Institute Case Study will also study Michigan's new Office of Performance and Transformation, which is embedded in the State Budget Office and focuses on employee engagement, performance management, LEAN Process improvement, and Regulatory Reinvention.
